I recommend watching the videos on this site. They are helpful because it shows that we cannot generalize and should decide on a case-by-case basis.
The question in the book/on the quiz is ambiguous as you also pointed out. I think this will somehow provide a better explanation.

Please search online and find one example with explanation and bring to class on Thursday. As keyword, you can use "percentage table" or "Column vs Row Percentages" or a word/words of your choice.
A reminder that all HW and class participation is graded.

Dear Students, since we have 4 days until our next meeting, I want you to look at assignments 21 and 22 of Ch. 2, p. 38. (I had uploaded all pages of Ch. 2).
What you need to do is to find out how the entries in both tables (21 and 22) were calculated. Create a table for each of the assignments showing how the percentages were calculated. Write for example: (24/540)x100%=4.5%.
Please note that these numbers are not taken from the assignments.
